I don't see a need to play with RIP timers.

While RIP does send periodic updates of its entire set of exported routes,
and other routers listen to these updates and use them to reset timeouts,
RIP also sends important announcements immediately - with no delay -
whenever a new route comes up or one is torn down.

Things should pick up these updates immediately, and the only case when
you'd have to fall back and wait for the timer to go off is if these
updates are missed.
