(ASCEND) Win3.1 support

Hi Michael,

We dropped support for Win 3.1 back in July of this year. We still allow
3.1 users on line, but let them know upfront that they are on their own.

We lost about 10% of our users over the issue, but the support calls
certainly got easier. All in all, we considered it worthwhile.
