If User-Service-Type = 1 (Login-User) and the RADIUS authentication
server sends back a user_msg, it isn't displayed.  If the
User-Service-Type is Framed-User, any user_msg sent back from the
RADIUS authentication server -is- displayed.

I tried this with User-Service-Type = Login-User (1), and
Login-Service = Telnet and Login-Service = Rlogin

This is on 5.0Ap24, and Silent=No in Ether->Mod Config->TServ Opts...
