Sorry I did not specifiy who's doing the calling. It would be the Pipeline
dialing into an ISP which uses PMs. 

What you state here is what I read in the manuals and release notes which
also (not supprisingly) supports what I see, namely no calls due to DBA.
Unfortunately (perhaps not) most users cannot configure their ISPs
equipment to call them back for additional bandwidth.

I hate the fact Livingston does not implement BACP, but it make matters
worse when other vendor's equipment can do DBA without BACP. I don't
understand the limitation imposed by Asscend to use MPP or MP+BACP to get
DBA, when neither of these protocols (MPP or BACP) are necessary. All that
is needed is a rule of when to add more bandwidth, and when it is met dial
out and establish another channel. This seems simple enough.

What I'm looking for is a solution, other than the obvious get a new ISP. ;)
