Few things are more political that telco regulation. What happens in
one state bears no relation to another.

In some [Massachusetts comes to mind] there is real regulation
of the telco monopoly. In others, the PUC functions a front for
the LEC and other utilities.

"Getting it together" involves breaking up a major political
machine, one that makes King Richard of Chicago's look small.
