Umm:

Maybe the ISP being called does not support ISDN? 

Maybe they need a "clean" line for testing?

Maybe the customer lives in a shitty CO, and getting an ISDN line (but
not having to pay the ISP for ISDN rates) is the only way to get a clean
signal. (BTW, we've done this about 50 times for customers).

Maybe a hundred other good reasons?
