It's likely your PRAs haven't initialised properly - we've seen this
occasionally on cold-booting where some channels show busy while
switchside they show idle.
In those rare cases, I just deconfigure the affected PRA and reconfigure
it a couple of times to clear down all the dud channels.
Depending on the signalling you use, you might also see channels block
after a few tens of days - we had that with R2 signalling. This apparently
was resolved in 50ap20. I don't know if it does because I haven't run p20
in production because of the accounting problem.
