Now everything is back to normal and they all still work correctly.

In fact, we've had absolutely NO (other) problems I would attribute to
upgrading from p16 to p20 on 4000s and 1800.  It seems like it might be a
little faster, but I also made some other configuration changes just before
upgrading.... just so I couldn't tell what did what  ;)

Seems like in the past, the Telco people said our device chooses which
channels to use.  In any case, the funny thing is that immediately before
the p20 upgrade, it did go from 23 -> 1, and immediately after, it's like
23->19, 15->12, 9->7, 11, 5, 18, 4...  I'm certain the PRI wasn't
reconfigured co-incident with our sw upgrade.  I did mention the behavior
to the Telco people and asked if they knew of anything that could account
for it, but so far I haven't heard back from them.  Since I was under the
impression the channel to use was chosen by the Maxen, I haven't pursued it
with them.

That PRI almost never gets full, but yes, AFAICT, they all do get hit.
