(ASCEND) 5.0Ai13 and t.0Ap20 and hanging CSUs

reset, powercycle not necessary.
It's done this on PTP circuits only. dialup circuits have never been
affected to my knowlege. I have several max 4000s with different sets of
modem cards and T1s going into them and only the 5.0Ai13 boxes lose their
point to point connections. Dialup is left alone, both pri and ct1.
