This looks like a limit on number of filter entries per call profile,
wan't there a recent incremental software release that
allowed an increase in number of filter entries? I can't remember.
You had 4 filters per host address, times 15 is 60 total entries,
maybe as a work around, see if this works:
no filters on traffic you send OUTBOUND to them
all 25 filters of traffic INBOUND from them
this will at least tell us if the limits are on total filters,
or each of IN/OUT has its own limits.
