Livingston has this idea that accounting packets should be held
up if the primary is down and only if the situation starts to
get real bad to use the secondary.  This shows the traditional
UNIX environment where only one RADIUS servers is truely
up to date (and that you have to combine RADIUS accounting
logs manually).  Only the primary accounting has to go down
to make them stop sending accounting packets for a while.
Ascend sends them out right away to the nex RADIUS server,
which is how it should be (or atleast configurable).
