For a lot of years Redhat package management lagged behind Debian in capabilities and ease of use. This is why there are so many more Debian based distros out there right now. Ubuntu makes a decent server if you are running on a development model that requires staying closer to the cutting edge than RHEL supports, but RHEL has features that Ubuntu doesn't do so well, so it really depends on local needs.
