Figured it out:

LOAD DATA *LOCAL* INFILE '//importfile.csv/'
INTO TABLE /test_table/
FIELDS TERMINATED BY ','
LINES TERMINATED BY '\n'
(field1, filed2, field3);


I added a field for the user id, and things imported properly.
