There isn't much to consider.

Pick the interface your computer supports: PATA, SATA, USB2, FireWire 400,
FireWire 800.
Pick a drive that supports DVD±RW
Pick your media: DVD+R, DVD+RW, DVD-R, DVD-RW.

If you're going external, just find an external drive. You'll pay a bit more
for an external drive that has USB2 and FireWire interfaces than you would
for one that is only USB2. There isn't any need to fuss with a separate
drive and enclosure, plenty of companies make external drives.

At this point in the game DVD burners are commodities like almost every
other part of your PC, and a DVD±RW is typically standard equipment in new
computers. You could buy yourself a create full of drives from your local PC
recycler.
