Good points.  My thinking is, any project at any level needs a sound 
business plan.  Especially, if it can attract donors.  Obama has $7.2 
billion set aside for such proposals as a WiMaxx project.  I'd like to 
lay out a proposal along rj's idea, and see if that puppy flies.  But, 
informal project is good, too.  Count me in.
