I'm not familiar with the IP Flex product that you reference, but I  
did use XO as a vendor at a previous job. We had a pair of T1's with  
them and I don't recall any substantial issues. When we first signed  
on with them they were in a bit of a pinch financially, and their  
service desk staffing showed it. They got stabilized and then I didn't  
have any issues with getting in touch with someone on the few times I  
had to call.

I would have stayed with them but Time Warner Telecom came along with  
an obscene price on a 10meg fiber connection and I had to take it :)
