I have a web site on a Comcast dynamic ip (thank-you www.dyndns.org for
a free domain that follows my dynamic ip).  This morning, port 443 is
working fine as is port 25 (smtp).  However, because many mail-servers
(including Gmail) reject traffic from dynamic addresses, I relay
outbound mail through smtp.comcast.net.

When I subscribed last year, I read all the fine print on the paperwork
the installer had me sign.  There was no language regarding home
servers.  Since Comcast could block, I assume it's okay (wink-wink).
