I live in the southeast suburbs and I can definitively state that this is NOT true. I have switched between at least 4 different computers for use as my Smoothwall firewall and all I have ever had to do is power cycle the modem and then wait maybe 5 minutes. YMMV, as Comcast has bought out different providers within the Twin Cities.
