You're not.

With Qwest DSL, there are two components - the DSL line itself (transport 
layer), and the ISP who actually provides internet access. When you buy 
both from Qwest, they generally bundle them together and give you a steep 
discount. Otherwise, you have the choice of the ISP layer, but you have to 
pay for each component separately.
