Thank you.  I found the CPU Frequency Manager  exactly where you described.
I unchecked the box next to the program and restarted.  I'll see if this
makes a difference.

I found a solution to speeding up my boot time.  I guess my 'usplash'
settings were incorrect.  Once I changed to the correct resolution, my boot
time was cut in 1/2!  If anyone else is experiencing this issue, I found the
instructions at http:// ubuntuforums.org/showthread.php?t=581075
This appears to be an issue with Ubuntu Gutsy (7.10).
