Kinda OT here, maybe maybe not,

Here's the situation -

I have a brother-in-law that is serving the the military forces over seas.
I have a sister-in-law and a niece that are here in the states.  They have
not seen each other in a long time.  I'd like to set them up with a web cam
interface where they can talk/see each other.  He has a laptop with him
(windows based I assume)
 and she has a home PC - also windows based.  The y can call each other and
talk, but I'd like to set them up with a way to at least see each other.

I have not dealt with web cams for a long time - and have no idea if they
can just connect (stright IP connection) or if there needs to be some sort
of broadcaster to manage connections.  I'm willing to set up a server (linux
based in my case) to facilitate their connections.

Any hardware/software recommendations?
