I have run vncserver on a RHEL3 box. I have seen that X pattern when
my xstartup file was screwed up.

Here is what I use to start gnome:
#!/bin/sh
xrdb $HOME/.Xdefaults
vncconfig -iconic &
xsetroot -solid black
exec /usr/bin/gnome-session &
#exec /usr/bin/startkde &

Does the localhost:1.log file have anything interesting in it? Does
'which x-window-manager' provide any info?
