Yes.  Octave is great.  The biggest difference is probably in the 
graphics.  Octave can work with external programs, usually gnuplot, but 
doesn't have built-in graphics.  MATLAB handle graphics are better.  That 
said, I can get a lot of nice graphics out of Octave/gnuplot.

A big advantage for Octave is that all the toolboxes are free.  With 
MATLAB you have to pay extra for the extras.
