Regarding Picasa on Windows/Wine, I would say that it is a lot more than 
an image viewer.  For an image viewer I would recommend Irfanview -- it's 
very light weight and fast and flexible.  Not FOSS, I don't think, but 
freely available and made by a poor lone programmer in Bosnia.
