I'm not as strong in this area as I'd like to be, so it looks like sendmail.mc uses procmail. Further, mail from outside is not allowed to go to root (as it has no cyrus inbox), so maybe nothing at all is connecting SA to sendmail. I don't remember seeing instructions on how to link them.
