My favorite is TeX4ht - http://www.cse.ohio-state.edu/~gurari/TeX4ht/ .

One of my favorite features of TeX4ht is that it will also output
XML and MathML, as well as html.

I haven't taken a look at the comptetion in a few years though,
so I think I'll give tex32page a try.
