there are several captive portal systems available on the market.  if 
you're looking for something with a more open interface, you might 
check out the captive portal from the folks over at nocat.net. i'm not 
sure about the CC payment elements, but that's pretty straightforward 
to handle when you have the network and subscriber control elements in 
place.
