I suspect the value in the file is used to communicate the kernel
limits to the userland so changing it will not do you any good.

On the other hand, changing the value in the kernel is not as easy as
changing the value of a #define. IIRC one had to do some more surgery
on certain kernel structures to get this to work, but you should be
able to STFW for a patch.
