Ooh.  This is very interesting to me.   I have no fix to offer, but I 
might add to the question.
My first thought is that you may be using Apache2 and modPerl, knowingly 
or not.  If I'm way off, I apologize.
I've been through that wringer while trying TWiki in that manner.  SuSE 
Pro since 9.1 installs Apache2 without consent.  http://twiki.org might 
have some help.  They are Apache/Perl experts.
