1.  You're sure the DVD drive is broken, not just a bad CD?  Tried 
another bootable CD, like Knoppix?

2.  Could you put the laptop's drive into another machine, using a 
laptop drive/IDE adapter?  Then get to its GRUB menu?

BTW, we have had to replace a couple drives on our Inspiron.
