So I've got a database server at work that the users have never had to 
change passwords on. Now I need to make users change their passwords on 
this system, but when a user invokes passwd they get this error:
passwd: Authentication token manipulation error

This is before they even get the option to enter a new password, so it's 
not a case of too short or too simple. Also, I, as root, can change 
their password, but that is not how I want this to go.

It should be noted that the passwd and shadow file have been copied to 
this system from the previous database server during an upgrade, and 
possibly from the server before that to the previous server, I can't 
remember that far back. That could be the root cause of the problem. 
I've tried backing up shadow and using pwconv to make a new shadow file, 
that didn't work either.

Any thoughts from the list?
