I haven't had to worry about locked files as I have a strict regime in my
camp.  Everyone logs out of the machines when they leave for the day and
my backups occur in the wee hours of the morning.  I also only backup
specific files such as home directories and the like and I don't do any
full system backups.

I do know that Bacula uses the Windows backup API unless you tell it not
to.  There are pluses and minuses depending on which solution you choose
such as portability of backups to other systems and permission retention.

I would take Chad's advice and check out their website.  They have a forum
and the developer is usually quick to respond to reasonable questions. 
Their documentation is also pretty good, but it's usually a little behind
the latest release.
