I've never been to a beermeeting. Lots of reasons.

However, if people really want a successful regular meeting, I humbly 
suggest a fixed time and place. Perhaps a monthly meeting at a known spot 
that is plainly posted on the web site, then a less formal one two weeks 
between the other where the time and place moves around.

That way people know where and when to be, can plan ahead for it, know 
where to show up, don't have to even look for information or if it's going 
on, and no one "in charge" even has to show up, let alone organize it.
