Windows 2003, which uses active directory, plays a little differently from
a Samba box (possibly running BIND?).  In order to promote a 2003 server
to a domain controller, per se, you need DNS installed on the windows box,
you need to use the command DCPROMO, and you'll need to allow active
directory to install.

>From there, the users may be able to be imported using a file (program)
called, "addusers."  This is something which came in the resource kit for
windows, and you will probably be able to find someone online who makes it
available for download.  You would need to export the passwd file and
import those users through the addusers program.
