If you need a real windows machine as a pdc, install windows nt as a bdc then promote it, then install your windows 2003 servers and join them to the domain.  Then use a file copy utility such as IDEM
http://peccatte.karefil.com/Software/Idem/idemhelpeng.htm  It can copy from smb file systems be they on Linux or Windows to your news server and keep the permissions.  Windows 2003 is nice.  Are you going to be running Citrix too, or just the built in terminal services?
