Yes, it is an option that must be enabled in the kernel. If its not there, that just means the option (CONFIG_PROC_CONFIG) was not set to yes. If this is the case, you will need to find the config file distributed with the kernel source. This is a fairly new option in the stock kernel (the patch for it has been around a while, though) and the kernel does not otherwise keep this information.
