Try something like this to make sure you haven't blocked out the control 
channel at the network level:


key RNDC_LOCALHOST {
        algorithm HMAC-MD5;
        secret "s0M3|\la57ymDsl-l4Sh";
};

controls {
        inet 127.0.0.1 allow { localhost; } keys { RNDC_LOCALHOST; };
};
