The "root" lilne should point to your root(/) partition.  If you set
up your partitions in the default gentoo fashion, you have a seperate
/boot partition.  Looking at the kernel line, I can see that your root
partition should actually be (hd0,2).

Try:

default 0
timeout 30
splashimage=(hd0,0)/grub/splash.xpm.gz
title=Gentoo Linux 2.4.22
root (hd0,2)
kernel (hd0,0)/kernel-2.4.22 root=/dev/hda3

Just for comparison's sake, here's my grub.conf(I dual boot with that
other OS):

default 0
timeout 30
splashimage=(hd1,0)/grub/splash.xpm.gz

title=Gentoo Linux
root (hd1,5)
kernel (hd1,0)/kernel-2.6.1-gentoo root=/dev/hdb6 vga=791 noapic

title=Games
root (hd0,0)
chainloader +1
