Recent kernels will blink the keyboard LEDs on a panic. If the keyboard
LED's aren't blinking its probably a hardware lockup. Although most
panics are caused by hardware anyway if you're not running an
experimental kernel...

Might be a 2.6 thing. And probably 'legacy' i386 keyboard only. It was
added so you could tell if the kernel has paniced when in X.
