Okay, let me rephrase.  The API itself is free, but my understanding was
that you have to buy a license if you're going to do more than some
small number of queries/day using the API (rather than the website).

If you're building your own search engine, it's probably going to do
more than "a small number" of queries/day.

And checking their site:
"To access the Google Web APIs service, you must create a Google Account
and obtain a license key. Your Google Account and license key entitle
you to 1,000 automated queries per day."
