This is the driver's responsibility, and doesn't have to happen at the
scene.  Everyone was arguing about when it's required to call the police
to the scene of the accident.  This information is still useful, but since
you won't know the damages until after you get your estimates, you won't
be able to fill it out at the scene, so glovebox probably is a bit
overkill.
