You should limit the upload rate to about 80% of your maximum. The 350 the fedora website tells you is *WAY* too fast for most connections. My upload is 128kb/s so I limit mine to 11-13kB/s. Also, if you are behind a firewall, make sure you are forwarding the necessary ports.
