I've made bootable cdroms following the Bootdisk HOWTO:

http://www.tldp.org/HOWTO/Bootdisk-HOWTO/cd-roms.html

It's basically the following two commands:

dd if=/dev/fd0 of=boot.img bs=10k count=144
mkisofs -r -b boot/boot.img -c boot/boot.catalog -o bootcd.iso .
