Look for the mapping of the Ctl-Alt-Del key combination--in the keyboard 
shortcuts (under regional & accessibility) on the control panel, it just 
says logout, not terribly helpful :(  It does list Ctl-Alt-PgDwn as the 
key sequence for halting the computer, you might want to try that if your 
goal is to eliminate multiple steps. 

Of course, if your goal is to be able to script it, then you will have to 
dig into the key map file which I suspect is in .kde/share/config under 
your home directory, but I never have looked.
