This "Linus guy" would be Linus Torvalds, the creator of the linux
kernel.  If your compiling kernel stuff you should be using the headers
located with the linux source, not the ones in /usr/include.

The linux-headers package is for user-space development when linking to
glibc.  Therefore it is a pretty good idea that those headers match the
ones glibc was compiled against.  Of course, why anyone would need linux
headers for user stuff is beyond me(I agree with you on this one). 
That's something to be brought up with the glibc people I guess.
