You can easily do all of this in PHP.  The easiest way to start is to read
through the online manual and try out the examples.  PHP has excellent
documentation.  I have a couple of libraries that you might find useful:

That is a (partial) URL, not a hostname.  It should look like this, just
like the comment indicates:

ServerName 24.118.46.25
