Reorder the cpan mirror hosts in Config.pm and get the latest LWP module. Or move Config.pm out of the way and reconfigure. I'm assuming that you're using an FTP mirror, not an HTTP one? Anyhoo, have you tried just modifying your CPAN Config.pm by hand?
