look at the "Allow from" in your httpd.conf or .htaccess file.  here's
an example:

<Directory "/www/domain.com/admin/">
AllowOverride All
Order deny,allow
Allow from 1.2.3.4 5.6.7
</Directory>

only IP's 1.2.3.4 or the network 5.6.7.x are allowed access to
http://domain.com/admin/
