If you have both accounts set up in outlook you can just drag messages from
one to the other. At least this works well with Qmail and with Communigate
You realize you are likely to use up a ton of storage if you do this though
right? 
I limit my imap users to 100megs. If they need more storage they can pull it
down to the local box.
