Maybe I'm just too naive, but the way I read that, it doesn't look like 
they're planning to enforce a fee for people using any FAT filesystem.  
It looks more to me like they're offering to anyone who will pay their 
fee, the full technical specs on THEIR FAT filesystem, so as to create 
a standard.  Note that when talking about licensing, they keep 
referring to it as "the Microsoft FAT file system" not just "the FAT 
file system."  Not all FATs are created equally...
